The free limit is 3 ledgers per owner email. Existing ledgers stay accessible — you just can't create new ones under that email until you upgrade or delete one. Upgrading to Pro lifts the limit for every ledger you own.
Yes. Annual plans are billed once per year and save the equivalent of 2 months.
